ECOWAS / RURAL HUB / CILSS Regional Training on "Agricultural Water Management in West Africa"

On the behalf of ECOWAS Water Resources Coordination Center, the Rural Hub has organized jointly with CILSS the second edition of the ECOWAS Regional Training on Agricultural Water Management in West Africa, held from 10th to 13th of October 2011 in Ouagadougou (Burkina Faso).

Context

The 2011 Regional Training on agricultural water management of the ECOWAS Water Resources Coordination Center (ECOWAS-WRCC) is the following of the previous edition, held in December 2010 in Ouagadougou (Burkina Faso), which objectives were double. First, to train participants on agricultural water management under climate challenges, focusing on adaptation actions to undertaken at technical, institutional and political levels. Second, to assist ECOWAS-WRCC in defining / actualizing the Action Plan of the Water Resources Policy for West Africa, in the context of i) the implementation of the Agricultural Water agenda of the Regional Agricultural Investment Program, and ii) the definition of the ECOWAS climate adaptation regional program. Through individual then collective contributions from participants, several relevant recommendations have been formulated regarding the actions ECOWAS-WRCC could undertake or support in the field of agricultural water management.

For this new edition, the main objective remains to train the representatives from national administrations and basin organizations in the field of agricultural water management. Operational training modules will be delivered based on the key recommendations made by the participants of the last edition. This training will also be an occasion for reinforcing the dialogue between the participants, representing their institutions and countries, and ECOWAS-WRCC regarding the Action Plan of the Water Resources Policy for West Africa, being defined.

General Objective

To reinforce the capacities of national administrations and basin organizations in West Africa in the field of agricultural water management, and to assist ECOWAS-WRCC in defining the Action Plan of the Water Resources Policy for West Africa, in the context of ECOWAS regional policies and programs regarding Agriculture and Climate Adaptation.

Target Audience

Target audience includes 30 people or so:

  • Fifteen representatives from national administrations in charge of agricultural water management:
    • One representative per country for the 15 west-African countries
  • Representatives from the main transboundary basin organizations in West Africa:
    • One representative per basin organization (e.g. OMVS, OMVG, VBA and NBA)
  • Around ten relevant professionals from west-African regional institutions.

Expected Outcomes

  1. The capacities of targeted professionals from public administrations and transboundary basin organizations are reinforced in order to improve the definition and / or implementation of agricultural water management related policies, programs and projects;
  2. The process for defining the Action Plan of the Water Resources Policy for West Africa benefits from an increased assistance and participation from national and regional institutions, as well as transboundary basin organizations, especially regarding agricultural water management.

Institutional Partnership

The training is organized by ECOWAS Water Resources Coordination Center, in partnership with the Rural Hub and CILSS ensuring the technical and scientific coordination.

Besides, this training benefits from a wide institutional collaboration aiming at delivering advanced learning modules to the target audience, by high level international and regional institutions.
